§8 requires activation to reach the person over an approved independent channel, and for someone with no account yet every obvious channel is already excluded: not their Relay mailbox (it may not exist, and recovery must not depend on it — FR-11), not MOD One (no account to sign into — circular), not SMS (not an approved factor at any tier — FR-07). The constraint set may currently be empty.
This is a channel question, not a screen question — which is why the rest of this page is drawn in full and this one box is not. Whatever OQ-08 lands on, the frame around it changes little; the challenge inside it changes completely.
Design note
Three questions this screen raises that the flat stepper never could, all currently unanswered: whether the person's name is shown before proof (marked above); what an expired or already-used activation says, and whether those two say different things; and whether this page carries MOD One branding at all — because a branded page reached from an unknown channel is training people to trust exactly the thing the rest of this programme tells them not to.
