Design note
This page registers applications; it does not onboard them. The add-application form is one part of the FR-17 contract (§1 ownership and the classification) — not an OIDC client, an eligibility group, or a verified capability class. A newly added application is session-only — it dies with the tab — but it is a real entry in the catalogue while it lives: every screen resolves it, so a grant to it reaches the person’s portal and its visibility flag reaches the request form. ⚠ It was not, until 2026-08-29: an added application was “deliberately not propagated”, which silently dropped any grant made to it.
